Bypass publishing workflow for certain users or groups?

Greetings,

We have a scenario in our publishing site collection that any user that resides in the Approver group should not have to submit anything through workflow. This means that when any document or page is published, that publication happens immediately, workflow initiation is completely bypassed, and items are published without approval. Users not in this group will have workflow initiated when they click "Publish".

I have not found a way to do this in SharePoint Designer 2013. Even if you set a condition to approve the workflow or stop the workflow if the current item was created by an 'Approver', the workflow is still initiated when you click Publish. I'm guessing this is not possible in SP Designer at all, if I'm wrong please let me know what I'm missing.

If this is not possible in SharePoint designer, is this even possible in Visual Studio to create a workflow that does not get triggered when a user in "X" group clicks "Publish"?

This can't possibly be a rare workflow requirement so I'm wondering how this can be implemented in SP Designer or even Visual Studio.
